Did I kill my GPU? I did the 20% Power in AMD OverDrive and moved the clocks all the way up

^ Up there.. it froze so I unistalled drivers and put new card in. Should I swap cards again and put in my gpu again or is it dead?

Raise the clocks slowly like 10 MHz at a time and test for stability. If you just turn them all the way up you're probably going to need more voltage not just the power tune. Your cards probably not dead just not getting enough juice for the clocks you set.

A simple reboot should have fixed your situation of running the card too far out of spec.

Just take of the card and put it back in, it should solve the poblem.

So when he restarts it might be setting the ultra high clocks then crashing

its looping... I take out the card and then put it back in and reboot but CCC OC'es it everytime I turn on

this or better way press Windows button + R and type msconfig in the box when your in safe mode

and go to startup and disable Catalyst control center (remove the checkmark) thats the boot up software that overclocks your GPU
