I still suggest trying bandicam , it will take 5 minutes .. uninstall it if it doesnt work for you , im pretty sure it will .

i know what im talking about , i played bf3 with vsync before i used Bandicam and it stuttered like crap .. I searched the whole internet for answers , installed different drivers and the only thing that helped was that .. it made the game so much more enjoyable , how it should be .
Enable frame limiter in Bandicam and set it to 60 and watch the difference .. Theres no more input lag , or frame spikes .. its smooth as butter aslong as your cards are powerful enough to hold 60Fps .. which they are .
Mouse can cause stuttering , or your mouse pad etc etc thats why i asked .. i didnt read through ur rig .
Before i got my razer mamba and goliathus mouse pad it was just a horrible experience none the less .. i didnt realise how much a mouse \ pad actually matters for FPS games and overall smoothness of the gameplay .

I appreciate your response but where did I say I had stuttering?

Even if you always run at 60Hz (on average!), there is nothing to ensure synchronization. You monitor can always be out of sync and therefore tear.
