Netflix rebuffering issue

I bought a Blu Ray player a few months ago so I could set up Netflix. I bought a Samsung BD-D5500. If I went to the Netflix site and set it to "Best Quality" it would rebuffer constantly. I had to keep it set to medium, and even then it would rebuffer often. When I called Netflix they said that I was streaming at less than 1mbps. I got Time Warner to send me a new cable modem, no change. Hours on the phone with tech support, no change. I had a tech come out to the house to check the lines, no change. I went to Microcenter and got a Sony BDP-S480, and lo and behold my streaming problem was fixed. The Sony even displays your connection speed on the screen when you press the display, I was connecting at 10-20mbps. I had it set on HD quality and all was well for around 3 days. Until today.

Today it started rebuffering like crazy again. The onscreen connection speed is .8-1.5mbps. Its been like this all day, and its pretty clear that it wasnt caused by the Samsung player (which is being returned to Samsung)

My speedtest.net results have always been all over the place. I can run it once and itll be as high as 25mbps, then immediately run it again on the same server and its under 10. Im about ready to dump Time Warner and get FiOS.

Do ISPs throttle Netlfix?

Do you have a problem with PC streaming?

Nah, I dont really ever watch it on the PC, looks a lot better on a 42" screen. I also just noticed that I got the email from Time Warner today saying that my bill is due, its not past due though. Weird that I start having connection issues the day my bill is due.
