I agree with you except I don't believe in a three strikes rule at all. Three is too much. Caught cheating just once and you should lose your entire online catalog. That alone should be enough of a deterrent to put people off. Cheating in online games is a major deal and will put people off buying it. That's damaing for the company and damaging to the community (since there's less people playing).
The key thing is dealing with false positives in a quick, fair and compensated manor. If I were banned from Steam for cheating when I hadn't been I'd want compensation. Money off my next purchase or something.
