Think of it this way:
550w PSU is perfect for a single high end and for dual low-mid end cards.
650w PSU is for dual mid-high end cards. Single is of course fine too in that case, having lots (but not too much, otherwise you're not near the rated effiency) of head room is never a bad thing.
750w and above is for dual high dual cards.
There are some exceptions, plenty of people try to squeeze in things, but generally this is what you want to follow if you don't want your PSU to sit at 90% usage constantly.

Fixed with more appropriate figures for generalization. Also with normal computer usage you definitely won't be sitting at 90% usage constantly. That might happen under peak system stress for very short periods of time and that's if you're using a PSU with power output appropriate for the system, obviously overkill PSU's won't see power jump that high relative to their output.

2x 7970? on 650w?

maybe indeed, if you don't OC your CPU or GPUs and play nothing but low intense games

remember that PSU's caps also degrade over time, better safe than sorry

The degradation of capacitors over time is essentially a non-issue with any PSU using fairly high quality caps. The caps used in good PSU's are rated well above the actual output of the PSU itself and will take the course of over a decade to degrade to a point where it may have a noticeable impact on output. It's essentially a null argument.
