Possible dead Mobo or CPU?

I have an older Gigabyte EG31M-S2 mobo and a Core 2 Quad Q9400 that was giving to me and was working fine until I removed the CPU to put some AS5 on(I have done this many times in the last near 15yrs).Now it will not post.

I have tried known working PSU,ram,video, ect....And this is also on the bench out of the case.
I get no beeps,post or anything.It will power up but will not post.I even tried removing all ram and no beeps.
I thought that if I removed the CPU I should at least get some error message on the screen or some beeps but nadda.The only way I can get some beeps out of it is to install a 9800GTX and not install the power connector for then I get a very loud steady beep until I turn it off.

i am thinking that since I get nothing even without the cpu installed its the mobo.Am I right here?
