I remember that the lead producer said last year: We will have Torchlight 3 ready before diablo 3 hits the store.
Lol they dont even have Torchlight 2 before Diablo 3, so what a fail. Just dont come with such big talk, and just develop the game and show how good you are when its released.

Because of this only i will not like the game.

The lead producer of Torchlight likes to make a lot of jokes. Maybe you missed that joke. He also said something about delaying Torchlight 2 because everyone including himself wants to play Diablo 3.

Like you said Blizzard and runic game's head still have pretty good relation.
two of Runic game's founders, Max Schaefer and Erich Schaefer, are former Blizzard employee and are some of the co-founder of Condor better known as Blizzard North.
By the way, Diablo 3 have a item named after Max Schaefer and Erich Schaefer: http://us.battle.net/d3/en/item/schaeferss-hammer

I think the price is 29 dollars, so it is 10 dollars less? It is 19 dollar retail, no difference.

Do this version require steam to play or can I just uninstall steam after DL it?

I might give it a go. I played Fate long time ago (hipster translation: before it was even in stores) and it was decent but leveling was off. Never tried the first Torchlight, though.
