Like I say your requirements are practically solutions not requirements. Say for example you want to promote linux desktop to the masses. The masses say they want photoshop, but their requirement is really graphic editing. Do the Linux desktop evangelists say "Oh in that case stay on Windows"? No they promote Gimp as alternative.

Saying you need windows is not a requirement, you haven't told me what you need it for, so I can't tell you an alternate solution. None of your 6 bullet points is actually requirements to real server or architectural functions.
