What does the power control setting do in AMD OverDrive ?

I assume you mean Powertune unless they changed the name. I wouldn't know though since I haven't used Overdrive since 7970 release. Anyways, it raises the TDP limit, ie. raises the threshold of allowable power draw. It comes in handy when you overclock thereby drawing more power out of the card, which normally would make the card hit its TDP limit triggering throttling. Raising Powertune raises this limit.
