Well in lamens terms (no time right now to dig through 3 month old reviews) I think the hold back or in this case somewhat early appearence of the 700 is moreso driven by combating AMDs suspected releases at same time. If you remember there was some debate several months ago as to wether then "new GPU" was going to be called 600 or 700. To our surprise there were infact two series and the answer was both.. the GTX 600 class first and GTX 700 class second. The speculations as to why did they hold on to the 700 and not just release 600 for laptops were buzzing around as well. In the end I think some believe that they are holding the 700 up their sleeve to see what AMD does next then .. BAM! Royal flush..
Speculation anyways but sounds legit.
Sometimes what doesn't sound right to you or I may not be the whole picture. We're not the manufacture and we don't know what all factors they are considering. I work for a high technology manufacturer and not everything is cut and dry or make sense till after release then it's hindsight or a market gamble, which is the case a lot of the time... I think Nivida was/is holding on to the 700 to see what AMD does next, IMO, which I believe their next card is rumored for that time aswell.
PS my previous post was on topic about tom's hardware quoting OCUK's info about GTX 600 TI late Q3 release. It was ignored by those caught up in GTX 700 series; so, I hope this info above answers questions and puts us back on GTX 660 TI as well.
