Quietest 70mm fan?

I need a new CPU fan for my HTPC. That thing is so loud it can be distracting. Here is the full heatsink/fan setup on the HTPC:

I believe its 70mm. Just your average stock Core2duo heatsink/fan. Its running a coolermaster fan right now. But its just too loud. I realize that generally the smaller the fan, the louder, but I know I can do better than this thing. And I'm pretty sure they make small fans designed to be quiet but which one is the quietest?

it doesnt look like the stock one try using the stock one. have you tried ajusting the pwm setting or putting it into a fan controller or fan silencer?

Yeah that is the stock one. I've never modified the computer, since I bought it brand new back in 08. . Also there doesn't seem to be PWM setting in the BIOs or anywhere else.

I think I just need a quieter fan.

is the fan header a 3 pin or a 4 pin on your motherboard. ( if it is a 3 pin that means your fan is at 100 percent you should buy a fin cilencer to quieten it down if tths is the case .in my server i am using the stock heatsink and it is silent with a fan silencer. if you dont know what silencer is then here you go : http://www.amazon.com/Gino-Noise-Reduction-Cable-Cooling/dp/B007PPHKO2/ref=sr_1_10?ie=UTF8&qid=1336072658&sr=8-10 )

So it converts a 4 pin to a 3 pin so it can't run at full power?

no it puts a resistor on the 12v line so it will spin slower. the link that i gave you contains a 5 pack so if one is not quiet enough you can connect 2 in series.
