Toshiba satellite with win7 ultimate using 100% cpu even on fresh format

Hey guys, got a VERY weird problem that came out of the blue on my Toshiba a505-s6960 laptop. Ok so first to start off, my laptop yesterday(later on in the day, worked completely fine in the morning) started showing signs of heavy cpu usage and my mouse icon started to lag badly. It took me a while but eventually task manager popped up, after kind of tallying up the processes they didnt add up to 100% or at least I don't think(kinda difficult with it being laggy), however I didnt find that as strange as some of the exe's I dont normally see using high amounts of system resources like trustedinstaller.exe and crcss.exe, crcss.exe was using more then 20% cpu and trustedinstaller.exe was using more then 30% of the cpu, even MsMpEng.exe was using over 10% which seemed really strange to me. So I did some research and figured I would just reformat, figured its been a while so why not.


Well I got a new format of windows 7 ultimate installed and after letting the system install some updates over night(had gone to sleep at this point) I noticed the laptop was using 100% cpu again! I did notice this time svchost.exe seems to be using around 47% on the latest test run but it went back down to 0% all the while task manager is up I notice that its own taskmgr.exe is using over 35%.


I would also like to note that the laptop has been rather difficult to boot to windows lately, it likes to sit on the Toshiba splash screen so Ill have to restart several times to get it to go. I had one idea that it might be the hdd going bad, but for some reason the laptop runs just fine in safe mode(doesn't hiccup at all actually) , so Im lost, not really sure what could be the cause. Ive used this exact copy of win7 ultimate on this laptop for over a year now, I think its got something to do with windows but just not sure where to look.

I bet the CPU is trottled to something in the lines of 400Mhz. Happened to me once, it seemed it is using 100% CPU (it actually was, but just because the CPU was "too damn" slow). Try to turn off the power, take out the battery and hold the power btn for few seconds. Then put back together and see if issue still persists.

To see if cpu is throttled, try running cpuz if you can.

Resource Manager is another great tool that'll let you better pinpoint the processes/services that are causing trouble.
