Pretty much this, except I would use team viewer. The real question is, can this link directly to the account even if the computer is not on, so say you see a great steam deal, want to purchase, but the computer isn't on. Can you still purchase the deal and then download later?

You're making things more complicated than they really should be. Let's forget about this new feature for a moment. Let's say you're at work or school, somewhere where you cannot RDP to your home PC, or login through Steam using the PC you are currently using, but have access to a web browser without restrictions. What do you do? go to steampowered.com, login with your account and then buy the game. Go home, log into Steam and the game will be in your library.
