7850 or GTX 480 or buy something used. These should easily fit into your budget. If you cannot grab either one of these, you should grab a 960T build as you will get better performance by grabbing a better GPU.

CPU Alternatives:
You could look at a 960T, i3-2100, or a Pentium G850. None of the CPUs will be bottlenecked by any single GPU you put in this budget.

We ended up on:

-Intel i5-2500k (Decided between 2500k, 2550k, and 3570k; we went 2500k primarily due to heat issues, and we could push the 2500k a bit farther while being stable. He also wants this to last for a bit, so OCing should allow that).
-ASRock Z68 Extreme3 Gen3 LGA 1155 (Combo for Processor & Mobo @ $330)
-Corsair Triple Channel RAM (I know, I know; not ideal, but hot damn it was cheap @ $43 AR.) XMS3 12GB, (3x4GB) DDR3 1333mhz @ $43
-Sapphire 7850 @ $260
-Western Digital 1TB Blue & Samsung DVD Burner @ $105
-Corsair Builder Series CX500 @ $40 AR.
-NZXT Phantom Mid-Tower @ $100

This is all not including tax (holy money batman!) or shipping.
Both really kill the overall deal.
He will be using his old monitor for a bit longer until he can code some more for a new monitor.

Overall we didn't spend much time researching what to buy @ the cheapest deals, considering he wanted to get this done and ready before finals was over.
This is in about a week and a half.

So ordering now should allow us to get this ready in about a week.

Overall thoughts?
Anything we COULD have done?

We're actually ordering tomorrow, because his PayPal information needs to be updated; and for some reason he needs to do that through call center.
So some last minute alternatives could be considered.

true but he could also get a cheap new ivy bridge to go with the GTX 560 and use Virtu MVP to gain an extra 10 to 30% in performance so i have read not sure if this can be done with crossfire but thats how the new 4000 series gpu chipset in ivy works:o

Except an overclocked 2500k w/ an slightly overclocked 7850 would do more than an ivy bridge (which do not overclock well) with crossfired 4000 series.
Crossfiring in such a simple case would be more headache than useful.

Yeah, don't get that.

This, the only model in the CX line worth looking at is the CX430. The 430 is actually 380w. The 500 is actually 430w, and the 600 is actually 480w.
