There is more to it.
After getting to the point that the Catalyst version is displayed correctly again in the information - software window, I noticed that in the software-update window it stated "AMD Catalyst not available"
I lowered the Windows UAC level to the lowest position.
Rebooted my system
And started C:\AMD\Support\12-4_vista_win7_64_dd_ccc\setup.exe by right-click > run as administrator
This reinstalled Catalyst 12.4 dd and ccc, but I used custom install this time. Did not alter the checked items.
When this was done, I set the UAC back to normal and rebooted my system
Now the version is also reported in the software-update window. "AMD Catalyst 12.4"
Since I checked my registry before and after for the Catalyst_Version key I can sum the keys
Strange but Catalyst Control Center gets version information from different locations.

After the reinstall mentioned above I found the following
"Catalyst_Version" registry text keys were added, with the content "12.4"
I also found an old Catalyst_Version key that had the content 10.2 here:
Problem seems fixed
