Rosewill RBR1000-M Overvolting like crazy? Or....

Got a new heavy duty power supply. Voltages in PCWizard are showing 10.82v on the +12v rail, 3.3 and 5.0 within spec as far as the software monitoring. I have used a digital multimeter to verify the readings were accurate.. this is my result in question.

I put red lead onto the yellow jumper wire on the 24pin connector, and the ground to ground wire. Started the computer, and ran Prime95... My readings were 18.5-19.3v on the +12v rail, 5v was reading 7v, and 3.3v was in the normal range.

I'm just wondering if this is something anybody else has experienced?

Why i'm suspecting my power supply is the fact that when I have my 4870x2 plugged in, it gives me the red blinking light of "not enough power", and yet it locks up during gaming, always.
Even with a single 4870, lockups occur randomly. I can surf the net, watch videos or anything else, but put under load for any decent amount of time its a hard reboot.

Motherboard is also looking like a culprit, but these voltages are way out of range... any ideas would be appreciated.

I don't trust that reading. 18V would fry your computer. Try replacing your DMM's battery, or try a different DMM.
