Z68XP-UD3 HDMI powered when pc is off?

Besides the Z77 in sig have this mobo. Went to plug HDMI from onboard port to an hdmi switch and found it's powered up when pc is off. It actually lit up the fan lights on my Z77 which was also plugged into the switch.
Is onboard HDMI port supposed to be powered when pc is off?

I'm not sure about the HDMI but I did notice with that board on my friend's PC that if you shut it off the keyboard will stay lit up until you unplug it.
