On a budget you can get the XSPC Rasa RX360 kit for $200, and add in a GPU block and fittings for around another $130. That's about $330. For a full custom loop I am going to say around $500-$600.

You can certainly quiet the PC down by going water cooling, however your case is not very well suited to it. To use slower rpm fans, you'll want more radiator, and on something like your setup I'd say a total of 3x120 or so would be a target. You don't have room to mount that internally without some pretty heavy modding, although you could always hang a 360mm rad off the back.

As for cost, that can vary quite a bit depending on what parts you pick. If you go for a very budget-oriented loop, you could probably come in around $350 by expanding on one of the entry-level Rasa kits, but it's not something I'd recommend for a CPU+GPU loop. For ~$450 you could do a much nicer loop starting from one of the Raystorm Extreme kits. If you went fully custom the sky's the limit on what it could cost, tons of compression fittings and angled fittings, quick disconnects, and other dress-up features certainly add to the price.

I think even a fully custom loop can be done for approx 300$ if keeping the budget strictly under control and willing to sacrifice the looks to the functionality a bit.

Say - a rad ~ 60 - 90 $
Pump + res ~ 70 $
CPU block ~ 60 $
GPU core block ~ 60 $
Tubing ~ 10 $
Fittings ~ 30 $

It will not break world records but should be more effective than any kit you can buy.

For a total of ~300$ + shipping and keep in mind that FrozenCPU is usually on the more expensive side of things. Abovementioned is just a rough idea, not something you should run out to order right away. No fans in there either but that size of radiator dont need a lot of fans anyway to perform well and you can just throw a spare 120mm one on it and its already decent enough. Until you can afford 4x 180 mm ones or 9x 120 mm ones when something is on sale somewhere later.

Edit: I should clarify probably that this radiator would not fit inside the case obviously, the tropper has hose holes in the back though and you can attach the radiator to the side panel by drilling just 4 bolt holes in there if thats an option. if not then I think a troper can fit something like 2x200 mm one on top if I remeber correct or there should be no problem finding room for triple 120mm somewhere inside either.

The X20 200 is in no way suited for a CPU+GPU setup, it's a very weak pump and not something I'd recommend at all. Also keep in mind that a universal GPU block won't cool the ram or VRMs, and I'm unsure if the GTX680 has a heatsink on the VRMs that can stay independent of the GPU heatsink. I would go with a full cover block here, with a $500 video card I wouldn't skimp on the cooling.

Have you thought about upgeading your case fans? Or adding a fan controller, so you can turn them down/off at low use. I'd also suggest adding an aftermarket cooler to the 680. Even setting up a push-pull on the cpu cooler.
