Some manufacturers clocked the 7900GTs they sold too far for every card to keep up with, leading to a lot of returns on "faulty hardware" which nVidia got a lot of the blame for. nVidia could refuse to serve them chips in the future or just cut back on their supply as punishment for going against their wishes. The card manufacturers will have to sign a contract with nVidia anyway to supply cards based on the G80 chip, and one of the clauses in the contract would be the banning of overclocking. I think some of the manufacturers will go ahead and release special editions that are either tested and verified to work or sign a deal with nVidia absolving them of any blame should things start blowing up.
