The 670 will have 7/8 SMX active, 32/32 ROPs active and 4/4 memory partitions active, and most leaks indicate a >950MHz core clock. The 670 will also be a harvested die, which usually means higher power consumption.
Now, what's your reasoning for the 670 to have 75% of the power consumption a 680 has while having 85-90% of the performance?
