Could try setting it to a window and then set the resolution equal to your desktop. Then remove the task bar.

Command and Conquer 3 for example, doesn't have a "set to window option"

Oh right. Try looking in some of the config files for the game to see if there is a windowed/fullscreen option there. There is normally alot of different options in the configs you dont find in the actual game.
