Trying to come up with a good 24/7 OC

Asus z77 V-Pro
blck = 100
CPU Voltage = 1.2
multiplier = 47
CPU Load Line Calibration = High
CPU Current Capacity = 130%
CPU Power Phase = Extreme
CPU Voltage freq = auto (spread spectrum off)
Max Temps: 63, 69, 69, 59 - Corsair H100. Prime 95
**** Once I minimized CPU-Z, Prime95, RealTemp, and AI Suite, and opened up OCN and started typing this my multiplier has clocked down to 43. What does this mean?
Also, according to CPU-Z (when I had it running at 4700MHz) my "Core Voltage" was 1.290 I've heard you shouldn't push IVY above 1.3 - is this for CPU voltage, or core voltage? and what is the difference between them?
*idle core voltage according to CPU-Z is roughly 1.0V*
