Same CPU Voltage Stable On Air Cooling?

I wanted to no say for example a CPU overclocked to 4.5GHz requires a voltage of 1.45 to be stable on water cooling will the same cpu also be stable on air cooling with the same voltage of 1.45? I understand there will be more heat but will it stay stable at that voltage? Because as i understand and i might be wrong that it depends on the CPU itself on what overclock and the voltage it requires to be stable on regardless if it's on air or water.

Temperature can definitely play a part in stability. Sometimes the higher temperatures will cause it to be unstable, while in other cases it may run just fine. For example, my Q6600 would do 3.6ghz easily on air, and could boot into windows up to 3.8ghz with reasonable temps, but I just couldn't get it stable. I threw it under water, and it took very little effort to stabilize 3.8ghz. However, if you're not at the limits of the chip, dropping back down to air shouldn't cause any stability problems. That's usually only the case at the edge of what the CPU is capable of.
