The GTX 470 with max OC can perform like a stock GTX 480/ GTX 570 or slightly better. Same story when comparing GTX 570 & 580.
But this GTX 670 can track the GTX 680 even with a very mild OC. According to more than one bench it appears the GTX 670 is faster cfc too.
Simply Nvidia didn't recognize that lowering the shaders only by 14% is not enough to warrant the gap they where hoping for.
It is either this or they want to get rid of the GTX 680, which is highly unlikely since this will affect the reputation of the company in the future.
The GTX 470/ 570 both have less ROPs, less memory width, less TMUs and of course less shaders than GTX 480/580.
This GTX 670 shares every other spec the GTX 680 has. excluding the shader count.
