Offset. Make sure you leave Speedstep and all other power saving features enabled. Then when CPU is idle it will stay very low (ex 1600mhz at 0.9v or something) and then ramp up perfectly when you need it. Saves power and increases lifespan.

Not to mention the lower idle temperatures! You can easily obtain the same overclock.

The offset voltage is your Vcore minus VID. VID is the reference voltage programmed in to the cpu that it uses to choose its own voltage at a given clock speed (when set to auto). When you set an offset, it adds or subtracts that number from the VID for every clock speed. So you set the offset voltage for the highest clock you want to achieve. This is easier if you know what voltage you need from doing a previous manual voltage overclock.

VID can be found using Core Temp. Vcore from Cpu-z.

Run a stress test like prime95, and open those 2 programs and you will find your Vcore and VID for that clock.

I like the sound of this I have a well tested 4.5ghz OC. I just dont know where to set offset in the bios. I dont fully grasp the settings I adjust. Also is there any reason to lower PLL from the stock 1.8. and what LLC settings do you suggest using the offset setup.

In your bios there should be an option to switch between manual and offset voltage adjustment, as well as a +/- selection. At 4.5ghz, you will probably need a positive offset. So while running your 4.5 oc, run the programs I mentioned before and take note of the VID and Vcore like this:
315

Then, subtract that VID from the Vcore, which should be the setting you put into the bios for a stable overclock.

Go into your bios, switch to offset, pick the correct sign (+/-), and enter whatever Vcore-VID is.

I lowered my PLL to 1.6. There is some talk of it lowering temperatures a little bit, but possibly causing issue with sleep and hibernation. If you don't use sleep or hibernate, then you can lower down to 1.5 usually if you want.

I have my LLC set to Ultra High (75%) because I was getting a lot of Vdroop.
