Should I get a 2nd Sappire HD6970 with 1100T? (Addionally should I overclock 1100T)?

My PC Spec:

CPU: 1100T (with Stock cooler, will be getting a new cooler soon)
4GB (Upgrading soon to 8GB)
Motherboard: M4A88T-V EVO
PSU: XXX Edition 650Watt
GPU: Sappire HD6970 @ Stock

Okay, now...

I want to play every single gaming to the MAXXXX SMOOOOOTH! on just a 24" - for games for the next 18months.

Within 4-5 months I'm thinking of getting a new GPU to keep up with the times, and I'm thinking... to get a 2nd HD6970.
Since I realise a 1100T is at stock - I'm thinking of overclocking this with a new cooler - say 4GHz - 4.2Ghz.

Would you guys say that a 2nd HD6970 Sappire 2GB is a good option for me?

I think you would be cutting it very close with your power supply. You will have absolutely no room for OCing if you get another 6970.

If I fun Furmark and prime at the same time, I pull 850+ watts. That is with CPU @ 3.8 and GPU's slightly overclock (same voltage).

You are cutting close with that PSU.

My advice? Sell your existing 6970 and get 7950 or 7850 CF instead.

Maybe I should just save up and get a 7970?

You can though personally you can just OC 7950 to reach 7970's performance and save that extra cash.

A 7850 CF with OC however, will murder 79xx.
