Does it hurts its functionality? I have been flushing with vinegar and tap water heated. Still I see black spots. Waited one hour.

sorry for this new thread its because my PC is dismantled and I'm cleaning things. And worried about this oxidation.

A few black spots isn't anything to worry about.. if you have flushed it with vinegar a few times you have done all that you can.

How much does it affect the radiator performance? Negligible or a little?

I doubt it would affect performance at all.

As stated, it will be a negligable impact on the rad performance, but you want to get as much of that out of there as you can, as it's going to go somewhere if it's left behind in the loop. And that usually means your blocks. Flush it a few more times and it should be good to go. No need to do more vinegar, just water will do now.
