Looking to finally retire my 4870. My max budget is $240 which is how much a HIS 7850 is but the evga gtx 480 is only $209 right now. How do these two cards compare to each other?

GTX 480 all the way considering clock for clock it's faster than the GTX 570, and overclocks nearly as well, while also beating the 7850 by a good margin in most scenarios.
Personally, I wouldn't spend more money on an inferior card just because it consumers less power and outputs less heat, but that's just me.
Heat and and noise are definently over-exaggerated, I have two myself in my Intel build.
If your rig can power it, grab the GTX 480.

I would get the 7850.
- Consumes way less power
- More VRAM
- Runs a heck of a lot cooler
- Smaller
- Is about on par with a GTX 480

As much as I love the GTX 480, I have to side with the 7850 on this one. The truth is they are close enough in performance that I don't think you would miss the difference, and the 7850 does run a lot cooler and consume less power. Usually I don't care about the heat/power argument, but when the performance levels are so close then I use it as the tie breaker if you will. The other advantage the 7850 has is the extra VRAM, which you won't really use at 1080p, but if you do go into a higher resolution you will need it, so it keeps that bridge open for you to cross if you want later.
