Hyper 212 EVO won't tighten down?

I've used the Hyper 212+ (non-EVO) in other systems in the past, so I know about the small degree of "twisting" this HSF exhibits even when tightened down securely, this isn't that issue.

I have this new EVO version that I tried installing yesterday. This thing won't tighten down securely to the CPU at all. I tightened the spring retaining screws as far as they will go and the heatsink is barely being held on. I'm afraid to turn this thing on like this.

And I think I figured out why it won't tighten down. The standoffs that came with it might be too long. I don't have my old 212+ with me anymore to make a comparison, but I was looking at pictures from reviews online and their standoffs appear much shorter than the ones I have. The longer standoffs make the spring retaining screws bottom out way too soon which doesn't seem to allow much pressure to be placed on the heatsink's base. Certainly not nearly as much as I can remember with my old 212+... I could crank that thing down nice and tight and the screws still didn't bottom out.

Has anybody else experienced this with the EVO? I can't imagine this would be a good cooler if all EVO's are like this. Isn't a good amount of pressure between the HSF and IHS essential to good heat transfer?

It's normal for the CPU Cooler to "twist" slightly when correctly installed?

Yes, twisting on the IHS is very common, unless it's tightened to the point the motherboard warps.

What I ended up doing was placing three small washers between the base and the retention plate's center screw. This allowed there to be a lot more downward pressure being placed down on the EVO's base before the retention plate screws bottom out.
