Why am i getting low fps in the witcher 2 with a 7970?

Ive got a i5-3570k at 4.0, an asus z77 v pro, a sapphire 7970 oc edition, 16 gbs of ram, a ssd, and windows 7.

Other games are fine but skyrim and the witcher 2 give me problems. In skyrim my fps was fine but i was getting stutter. Running the game in windowed mode forced to fullscreen fixed it and made it perfect.

In the witcher 2 i put the settings to ultra and turned ubersampling off. In the tutorial stage at the dock fraps was showing 43 avg fps and there was tons of stutter. I downloaded a fps limiter for the witcher which fixed the stutter completely but it caps it at 30 fps. The game is definitely playable now but i figured my 7970 could at least pump out 60 fps. Anyone have any idea? Im using 12.4 drivers.

What resolution?
Compare this chart to your results. Does it look comparable?

Try loading up msi afterburner and check the box to show gpu load. Then you can go from there. Thanks

1920x1080. And that chart shows 90 fps for a 7970 but i was averaging in the low 40s. However the biggest problem was the stutter, it was simply unplayable until i capped it at 30. Ill check msi afterburner when i get home from work.

Well I just got home and tested again. I used a different config file that someone on a forum posted and the stutter is gone. Fraps is also showing a consistent 60 fps with vsync on in the Village level. I guess the tutorial level must be particularly demanding? Odd but it seems that my issue has been fixed with a simple config file change.
