Unfortunately there are a lot of bad shops out there with inexperienced techs who are only working as techs because they can't get better IT positions. Break/fix techs are the pretty much the bottom of the IT barrel, with low wages and sometimes limited experience and ability.
I advise people to get recommendations if they can from friends and family who have had work done. Check out places like Yelp and Consumer Checkbook. Call and talk to a few places, just by talking to someone at a repair shop you can get some idea of how good they are at communicating and how confident they seem.
