I understand what you are saying. TBH You would run fine a quality 400W PSU. I have a 6 core Phenom II @ 3.2 GHz, 16 GB of RAM, 9800GT, 1 5400 rpm drive, 4 15k drives,and a Dell PERC 5 RAID card that runs normal HTPC functions around 180-200W. I'm running it off of an Antec HCG 400

Your video card, that requires power. AMD recommends at bare minimum a 450W power supply, the last thing you want to do is skimp on what is driving your system. When you skimp on the power supply and meeting even minimum requirements the least of the issues is instability, the worst is it fries core components.
Manufacturer recomendations are largely inflated because of the number of poor quality PSUs that are not rated properly.
