Meh. You don't ask you don't find out. For all I know he has shoved a card that just requires PCI power with no connectors, or one that require different power connectors. I ask the stupid, because he cannot do anything until he gets his RMA approved. Until then rule out everything. I rebuilt an entire machine because I forgot to turn it on on the PSU. Stupid things can cause anything to happen. Double checking it isn't something stupid can only mean it isn't your fault and is a vaild reason for the RMA.

I understand you are stressed, but I am only trying to help you think about the many minor things that could upset your GPU. Unless you designed the GPU, you have no idea what changes, can have what effects. Start at the beginning and work you way down the list. From simplest causes the more complex.
