Any solid 650W unit(or above) would be plenty... where are you buying from and what is your budget?

I have about that setup and I use a Cooler Master Silent Pro 850w. Good price and (really) totally silent.

Should I even buy a 2nd 680? I heard you only get a 30% performance increase... Or should I wait for a 700 series?

Quality 650W PSU is sufficient, that is with overclocks on everything. If you are buying a new PSU though, you should consider how long you are going to have this cards and the draw of the next architecture that is coming out. If you are sticking with these cards for a few years, you can get a 650W PSU, but if you plan on selling and upgrading when a new generation comes out purchase a 850W+ Modular PSU, so you don't have to spend money again on another PSU.

So basically save money with bare minimum quality PSU or somewhat future proof for future architectures so you don't have to reinvest in another PSU.
