OP: the GTX 470 is comparable to the GTX 560 ti.

Then can you explain the same performance but a helluva lot cooler?

Yep, give Anandtech's review a read. Start with this page and then go back and read from the beginning if that one page doesn't do it for you.

The GF104 core is geared towards gaming, just like the new GTX 680, so it is not as strong in GPGPU like the GTX 465 / 470 / 480 / 570 / 580 / 590. That means it doesn't have so many transistors. They also managed to benefit from improvements in general design and better yields, of course, as the GF104 core was released a few months after the GF100 core.

It's not. The 470 has 448 CC's and a 320bit memory bus while the 560TI has 384 and a 256bit memory bus.
The 560TI 448 is though, it's the 470's reincarnate with higher clocks.

The 470 is also quite a bit faster clock for clock.

This ... architecturally-speaking, the 500-series equivalent of the 470 is clearly the 560ti 448 version. It's mostly the exact same card, only the 560 runs quite a bit cooler and OC's higher esp. on air due to the higher efficiency of it's chip (GF110) vs that of the earlier, power-hungry 470 (GF100). But at equal clocks, the two cards perform the same or very very close to it because GF100 and GF110 are virtually identical aside from efficiency.

The regular 560ti is only comparable to a 470 when both are at stock clocks. The 470 is only 607mhz out of the box though, and is an overclocking monster (up to 50%+ gains in clock speed). The 470 is considerably faster clock for clock.
