Perhaps look into noctua fans as they are quiet and you can use the included step down adapters to make sure they stay really quiet. From my experience, corsair PSU's are quiet and work great. They do get loud if you run them at the edge (ie 380w on a 400w psu).

Other than that, an matx case with some lower end parts should do the trick. Don't forget the DVD drive too, some pastors/presenters may want to show clips from dvd's once in a while.

What would be a decent HDD? It doesn't need any more than 300Gb.
