XMP for sure. I have no experience modifying RAM clocks and what not so I'm not touching that stuff.

http://www.newegg.com/Product/Product.aspx?Item=N82E16820231568 and not sure what XMP profile. Don't even think I can select one? All changing it to XMP in the bios does is allow me to OC the CPU and what not. At least as far as I can tell.

My motherboard is similar to yours and I guarantee you can overclock with XMP enabled because your RAM is certified for XMP. You should be able to set an XMP profile for XMP-1600. Then go to the option DRAM Timings option in bios and they should be 9-9-9-(something close to 24)-(probably 2). Don't worry about the other timings, just the first 5.
You should still be able to change CPU turbo and offset voltage in XMP mode.

Yeah that's what I'm doing. The timings for the RAM are set at 9-9-9-24 and I set the speed to 1600. Then I use offset to OC the CPU and this is where I'm running into problems. Like I said, testing chip today at stock to make damn sure it's not my CPU. But why would my mobo be giving me RAM issues every here and there and force me to reset the RAM? And CPU turbo has to be enabled to OC so that's ok. But, I shouldn't have to go up to 1.24 VCore just to get 4.5 unless I got a crap chip.

Not a bad idea. It bugs me when I see people getting 4.7 or 4.8 at the same voltages i need for 4.6 (and then getting lower temps), so I imagine you are just as frustrated or even more frustrated than I am haha.

I recommend against using high LLC settings.
Not once on any platform, nor any system, have I ever found high levels of LLC to be helpful. Without fail, I have been able to achieve stability with lesser maximum load voltages if LLC was disabled, or set to a low or low-moderate value. I generally use an LLC of 2-4 out of 10 steps on my Gigabyte 1155 boards, and leave it totally disabled on my 1366 systems.
Idle voltages are virtually meaningless. So little current is drawn at idle that even significantly higher idle voltages (a tenth of a volt, or even more) won't mean much for power consumption or chip longevity.
