i did recommend you lenses sorry for not linking them.....
like i said these are only suggestions some nikon some 3rd party. but you might want to save more money if you are doing low light photography and want good results
i also know very little about nikon and i am only suggesting based on focal length and max aperture and not based on best quality. most of these are probably out of your price range but are suggests based on what i think you are shooting from your OP

no duh. i already said they were. i was simply saying that if you are doing low light party photos you will want a lens similar to what i linked. im not saying you are limited to those as i said they are only examples lol

Body
do not get the d3100, the 14mp sensor in that camera is ok but not great.
try getting the cheapest 16mp nikon (d5100 i think). It is a much better sensor for low light.
Lens
the nikon 35/1.8 is good.
Flash
I dont shoot nikon enough to know which flashes are good, but get the body first then figure out the flash later. you might end up not needing a flash.

Thats roughly around $1000
Use the on-board flash of the 550D and shoot wide open on the sigma. Try not to zoom in... and shoot on the "M" mode.
EDIT: I have shot a 550D in low light before using the 18-55 kit lens and the flash on that darn thing... They came out okay..
Given i was shooting at high iso's and on manual.
EDIT2: I did not visit the site for... reasons..

i gave him primes because they are great in low light shooting such as the parties that he said he was shooting in his original post. if he was doing general photography i would have suggested something else. but when you are doing low light a faster prime can help
