Do you guys know if this is possible...

Like having a tab called "Categories" and it's a drop down that displays all the categories when i mouse over it.

That theme already supports drop downs, so yes it should be easy through the menu system in the WP admin. If you're asking if there is a way for it to query all the categories and list them automatically, then the answer is no, not by default. You would have to add a custom link onto the menu outside of the WP admin menu system and include the following:
