You're not going to be bottlenecked with your sig rig. I believe the explanation for the low FPS is that at the very start of the Heaven 3.0 bench the card runs low-power clocks (384mhz in my case) for a split second before it runs up to speed. I think this is where the low minimum is coming from. It takes FOR-EV-ER for heaven 3.0 to start up so it drops back to idle speeds during that time.
