It's not LEDs, it's cold cathode. Looks like he has blue and UV in there. The blue is giving that ambient glow and the UV is giving the fluorescent colors. LEDs are brighter and light at intervals instead of having a uniform glow.

How is he getting that green/UV glow...is it the coolant or the lights? he uses clear green tubing

The UV cold cathode is basically like a black light.

It makes certain colors give that fluorescent glow (he obviously must have chosen his coolant/tubing that is meant to give that effect with UV). It's like when you go into a nightclub and your white shirt starts glowing because of the UV lights in there.

Those coolants that give the glow still need a UV source of light to give them that appearance so that won't work.
