English is taught in most countries that aren't third-world, probably because it is the language of the business world. Heck, here in the USA we are pretty much required to take a foreign language class (I took 2 years of Spanish in middle school, 2 years of German in high school), just that the language choice itself isn't standardized (my sister took French).
