Probably doesn't even need the small fan,these newer gold rated PSU's run a lot cooler than the old stuff. I have a 550w Kingwin Platinum powering an overclocked Phenom X6 since last year and have yet to hear the fan even come on since it doesn't come on until the PSU reaches 50c. This allows it to be smaller for SFF builds.

Because it's SFX not ATX. It's not nearly large enough for a bigger fan.

And the small blank spot up top has a board in the way;

No, I'm not sure about dimensions, but the screw pattern is different.

Sounds like a problem me and my friend Dr. Dremel can fix.... but if it comes down to that for a little home server PSU I'd probably get a $25 PSU and new tin of flux.

You don't need to dremel anything, both of Silverstone's SFX sized power supplies come with ATX adapter brackets.
