You only get those fps rates in that game?

CSS is probably about only 3/4 as demanding as fear. It makes perfect sense that you would have issues in FEAR but not CSS. Try other intensive games like ovlivion, COD2, quake 4 etc...

Correct.

I am 99.999% sure it is a F.E.A.R. software issue. I have tried running it several times with everything on low, and it runs at normal FPS for those settings for a bit (a few minutes) (i.e., 250+ FPS), but then it randomly drops down to 20-30. Its as if vsynch was being enabled while I was playing. It wouldnt be so bad if it stayed at 30, since 30 is still playable, but it drops from there and goes under 20.

I have checked all the known issues, including acouple that could be causing what I am experianceing, but none of the fixes have worked.

No. When I tried it I had running 3 Firefox windows, Steam, CPUz, the creative audio consol, GAIM, notepad, windows exploror, Avast! and Windows defender.

why 3 firefox windows?? just use tabbing, saves mb's. and for the the creative audio consol, is it on game mode or entertanement??

Have you checked for spyware recently?

Edit: also your FEAR installation might be fragmented badly. Try doing a defrag and see what that does

This windows instalation is all of 1 day old, so I dont think I have spyware/fragmentation.

As I said, I am 99.999% sure it is a software conflict/glitch.

I have reinstalled the game, and I still have the problem. This is really starting to piss me off!

One thing came to mind, and that is that I am running Windows XP X64. Do you think there could be a problem with that? None of my other programs have any problems running under it.

I tried reinsatlling the drivers, and still no luck. GRR!!!!!
