its called Vdroop. its happends, i cant explain to you why lol. Offset this with LLC(load-line calibration). It will use your VRMs to stabilize the voltage to your CPU, but at the cost of heat. i would try 25-50% LLC. Overall, it dosent matter what number you put in the BIOS, as long as it translates to a stable machine, its irrelevant if its changed by .02v
