I want to overclock an 2500k to just about 4.5ghz(or more, as far as the cooler will let me) with reasonably safe temps. What's the cheapest air cooler that lets me do so?

A CM hyper 212 + ( or evo) and the Enermax ETS-T40 should be able to do the job and could always add better fans to them later on! =)

They Hyper would be the absolute cheapest and would get you there. My Mugen 2 was only $28 when I got it, not sure what they go for now, if they even still sell them. It will easily outperform a Hyper 212+, but will probably be about $10-15 higher.
Edit: A quick google showed a Mugen 2 for as little as $20 now. Not sure if new or a reliable site though, just skimmed real fast.

I paid 24 dollars for my a70. With my 2500k at 4.5, I run 60c during prime95 and 70c during ibt with avx. I've also had my a70 for roughly 2 years with
0 problems.

I use a 212+ and currently run my 2500K at 4.5GHz as a 24/7 OC.
