NZXT Hale82 is really loud

After upgrading from a Cooler Master GX650, I thought a 750W 80+ Bronze would be really good. The cable management on this PSU is nice, but damn it's just as loud as my GX650...

When doing anything but gaming it's nice and quiet, but when it's under load it's the loudest fan in my system by far, and the hum it makes sounds exactly like the GX650...

So a few questions:

Do I have a dodgy fan or something? Should I RMA it?
Could it be where I have my computer located? Where's the best place and what's the best way to get good ventilation?

My definition of a quiet PSU would be it being no louder than the loudest fan in my system, which would be my rear case fan, a stock Arc Midi OEM.

I'd appreciate any help/advice,

The ADDA fan is a high current fan (0.50A, Most are 0.19A-0.39A) and the ADDA will jump as high as 3000 RPM @ 50% load (could be based on temp too, not sure). The ADDA is only a 120mm fan aswell.

I looked up the fan, it's a AD1212UB-A70GL ball bearing fan specified at 0.50A with a maximum of speed of 2500 rpm. The rated airflow is 98.97 CFM and 43.3 Pa static pressure at 43.3 dB of noise. You could have a bad fan OR could just be the nature of the beast. Most reviews I came across said the unit was very quiet at idle, but when under stress they could hear the fan (I guess that's a good thing you know that the fan is working!)

Right now my PC has been almost idle for a good few hours now, but the fan is making the same amount of noise as it would do under load. This has to be a faulty unit? Fan bearings?

In your previous post you said it was nice and quiet, and now it's not? So the noise you are hearing is more like grinding or something else now? If yes, I would say the fan is shot.
