It's a common issue with tens of thousands of people, game runs like crap. so much so in fact blizz forums had multiple 26 page posts there were "closed" and now deleted. Issues never being resolved.
Google it. You guys in denial/dont care if stuttery/used to it/dont notice it/w.e will find several lengthy posts on several different forums complaining of the same issue, you will also find a ton of useless information from people trying to help fix the issue/denying it exists/blaming hardware/w.e, but it NEVER gets resolved unless the issue was found not just in D3 but ALL games, issues like bad ssd, ram, OC, software issue, etc.

Go do some work and make a list of games that NO one complains about, buy the game and find out hey it works great.
Make another list of games that people complain about, buy the game and experience the same issue.
Come back here and honestly tell us the issue is hardware or software. HINT skyrim, D3, Rift, POE, <-- anyone else want to add to the list ?

It's poor optimization/bug/coding with client and or server.

Well I have read through many different threads from multiple forums on this issue and from what I see is the majority of people saying it runs fine for them is pretty much AMD systems and older setups. I also built my neighbors pc for him awhile ago, AMD 8120, ASUS MOBO, HD 6870 gpu, and a conventional 7200rpm hard drive and he's running diablo 3 smooth with no stuttering.
I'm running a 3770k, Z77 gigabyte UDH5, GTX 680, with diablo 3 installed on a Intel SSD, and I'm having really irritating stuttering issues. I hope there's a fix soon. I'm almost considering putting back together my old AMD 64 x2 system in one of my old cases to see how it'll play..rolleyes.gif

Enable Vsync
When i'm running D3 without it its stuttering and stuff like that with Vsync enabled it runs pretty smooth.

Well my friends computer that I built for him got much better when I walked him through on going back to stock clocks on both GPU and CPU. For the people in this thread try stock clocks if you are overclocked. I will have to experiment next time I am at his house to see whether its CPU or GPU overclocks causing it or a combination of both.

From all the reading up on the issue Ive done, it has something to do with the asset loading part of the game. During the beta Blizzard came out and said they knew it was an issue with some systems having bad stuttering and said it would be fixed. Now theyre ignoring all the threads about the problem.

After a day of two of research and tweaking I've been able to somewhat fix the same problem everyone's been having.
Unfortunately it seems that a lot of video cards are unsupported for D3 and even though we can install it, it runs with all these problems.

Basically go into Libraries >Documents>D3 and change the D3pref.txt file

This is basically the options window in D3 but with more options.
Change:
DisableTrilinearFiltering From "0" to "1"

Hardwareclass to "1"

I'm also running
at 800x600
Low settings on everything
Music +ambient turned off
60fps (This matters, running at anything other than 60 or 120 causes problems)
Vsync on

I've also done the "Hop in a game on Europe then hop back to AM" trick, I think it helped but not sure.

played last night for a while and only had problems when going into new areas. With only these issues.

Kicked anytime I was updated with an achievement, from someone else or myself. (turned off the notify option and was fine)
Entering a new area with someone else in the game
Walking through a new area or experiencing new mobs.
Random lag spikes. Stop for about 20 seconds and then catches up or "Network disconnect" pops up.
Initial loading takes forever (20 minutes) but after the first time it goes quick.

I'm pretty much just going to do the litch king until I can get a new video card or they update drivers(?)
Hope this helps someone else at least enjoy some of the game.

As a few people have mentioned. It's a server and graphics driver problem. Stuttering happens all the time, and every time I play with someone on line, one person has it. My current rig slices this game like butter, very smooth. I hope Blizz fix these problems for everyone.

 

For my gtx 580 I'm using the .ini file tweak driver of 301.34. Runs 60fps constant. No stutter.
