According to the server status page for D3, at launch EU and US have been up and down all over the place but the Asia server never went down once.
Not surprising considering the size of the micro-transaction MMO market there, a bad first impression in korea/china/japan could sink the game in that region while we will just put up with it.
So they were very prepared for it, they just don't want to waste money on EU/US for something that will settle down on its own without losing any customers.
Priorities ftw.
