Only for the re-entry phase, which they have a lot of experience with.

The problem may be that the air is too thin for a parachute to sufficiently slow the package down. Although the Martian gravity is lower than ours the thin atmosphere may make a parachute landing un-feasible. Even on Earth parachute landings can be harsh, hence why they used to land the re-entry modules into the sea before they started using the shuttle.

I'm not sure how robust the rover is, but even if it could survive the shock of a parachute landing what happens if it gets blown over a ravine, or bounces and rolls? Parachutes can be hard to stear (another reason for landing re-entry modules in the sea - large target) so a precise landing on a smooth surface can be hard to guarantee.

I'm sure they have thought things through and the sky crane was invented for a reason. Although it does look like an overly complicated design they tend not to do things for the hell of it.
